Still Time To Comment On Shoreline Plan

The Washington State Department of Ecology is accepting comments through Tuesday for the City of Chelan’s Shoreline Master plan.

 

The city has relied on the existing shoreline regulations that were adopted in 1997- and is now awaiting approval from the state for the updated Shoreline Master Plan.

 

Communications Director for Department of Ecology, Joye Redfield-Wilder, says the city was required to update the plan to align it with new state rules and current shoreline conditions…

 The proposed shoreline program will guide construction and development along the City’s shorelines. It combines local plans for future development and preservation with new development ordinances and related permitting requirements.

 

Before approval of the city’s plan, Redfield-Wilder, says Ecology will take in public comments and may identify modifications to meet the states Shoreline Management Act…

And, you have until Tuesday, May 31st to submit your comments.

Free Brush Chipping Extended

Last weekend’s pilot run of a free brush chipping and dumping event proved to be a success. So successful, in fact, that the City of Chelan will host another round this weekend as they continue in their quest to de-fuel the valley as we head into the heart of wildfire season.

 

Funding for last weekend’s chipping was made by Department of Natural Resources, as well as the City of Chelan.

This upcoming weekend, chipping will be paid for by Chelan County and Department of Ecology.

 

Amanda Levesque (levesk) is an Education and Outreach Specialist and Firewise Program Manager for Cascadia Conservation District. She says they were pleased with the number of private landowners who participated in last weekend’s chipping event…

 Levesque says Cascadia’s role in this extended 2-weekend Free chipping event, is primarily focused on Firewise and helping communities prepare for the wildfire season.

 

In fact, she explains, Cascadia is currently hosting a Firewise Challenge…

 And you, too can help prepare the community for the next wildfire. You are asked to remove any fuels- brush, shrubs plants or trees that could act as a fuel source in a fire event- and take that to this weekend’s Free brush chipping at the Chelan Transfer Station.

 

Levesque says there is a definite increase in awareness and understanding with the Firewise Program- specifically after the past two summers…

 Again, the second weekend of free brush chipping will be this coming Friday, June 17 – 10 AM until 5PM and Saturday, June 18 – 9AM until 4PM.

Chelan City Council Meets Tonight

The Chelan City Council meets tomorrow for their regular meeting- and, Chelan City Administrator, Paul Schmidt, told KOZI the council will have three special presentations, including a visit from Dave Reichert- the US Representative for Washington’s 8th congressional District…

Schmidt says the council will also consider mid-year budget amendments- a process he says the council visits twice a year…

The Chelan City Council meets tomorrow night at 6PM ion Council Chambers at City Hall on Johnson Avenue.

City officials will be in studio shortly after 8AM on Wednesday to give us the details from the meeting.

Mike Jackson Named As Next Administrator For City Of Chelan

The City of Chelan wrapped up their interview process last week with the four finalists vying for the Chelan City Administrator position and Mayor Mike Cooney has announced the name of the person chosen.

Mike Jackson comes with plenty of experience.

Schmidt will serve in the position until Friday, October 28.

A retirement party will be held THIS Friday, October 7 at Lake Chelan Municipal Golf Course at 4:30.

Vicki Carr Renamed To Housing Authority Board As Chelan Representative

The Chelan City Council re-appointed Vicki Carr as the city’s representative to the board of Commissioners for the Chelan County and Wenatchee Housing Authority at their meeting earlier this week.

The mission of the Housing Authority is to assist in providing affordable housing, as established by United States Department of Housing and Urban Development.

The Housing Authority was formed in 1981 and is governed by an 11 member board of commissioners, who are appointed into three-year terms by local government representatives.

Chelan Mayor, Mike Cooney, says the Housing Authority presence in the City of Chelan has been a good one…

Liquor Suspension

The owner of Senor Frogs on Woodin Avenue has filed a motion to delay a seven-day suspension of his liquor license due to take effect next month.

Richard Montoya says state investigators mistakenly claimed an obviously intoxicated person received service there.

Tavern workers allegedly served liquor in April 2016, to a woman who appeared drunk, while two liquor control officers were in the bar.

 

The liquor enforcement agents reported the woman was “swaying” while she walked with a beer in hand and leaned on the bar. The agents said the woman spoke to them with slurred speech and had trouble sitting on a stool. They then identified themselves and told her and the bar staff that she could no longer be served.

Montoya appealed, submitting security video he said showed the woman walking normally. An administrative law judge upheld the license suspension after an April 2017 hearing.

But Montoya was able to contact the woman, a 31-year-old healthcare consulting executive from Seattle. In a May 2017 letter, she wrote that she’d visited Chelan for a business conference, and came to Senor Frog’s with a group of fellow attendees. The beer she consumed at the bar was “perhaps my fourth drink in a long evening, a number well within my tolerance.”

The contention that I was stumbling and slurring my words is completely false, and the assertion that I was heavily intoxicated is baseless.”

Montoya’s motion argues that he was wrongfully denied a continuance to allow him to find and contact the woman ahead of the administrative hearing. Her account of the evening “would have provided a significant basis” for the administrative judge to find in Montoya’s favor.

If the court turns down Montoya’s motion, the liquor license would be inoperative for seven days beginning Sept.8.

That’s Washington State Department of Transportation Project Engineer, Kevin Walagorski. He’s providing oversight for the No-See-Um Roundabout project just west of downtown Chelan on State Route 150.


Walagorski said despite getting a late start to the project last spring, they’re hoping to wrap up work before the snow flies…

Accodring to the Washington State Department of Transporation website, the total budget for the No-See-Um roundabout project is $7.6 million.

Wednesday Is Deadline To Submit Comments On Proposed Holiday Hills Project In Chelan

Wednesday is the deadline for you to submit comments to the City of Chelan regarding a proposed 250 lot subdivision at the base of the Chelan Butte, across from Peterson’s Waterfront.

A Wenatchee developer has plans for 85 acres that includes multi-family housing, single family homes, short term vacation rentals, possibly a hotel, restaurant and other commercial buildings.

John McCreary of Palisade Capital Holdings, in Wenatchee, wants the city to subdivide three large parcels totaling 85 acres into 250 lots. McCreary is also asking for a variance that would allow lots to be 60 feet deep rather than 80 feet deep due to the topography of the site.

City Planning Director, Craig Gildroy says the city neither favors nor opposes the proposal—it just needs to meet code. The City does expect to issue what is known as a determination of non significance- indicating the project would no significant environmental impacts.

The proposal includes 173 parcels for townhouses- buildings with between 2 and 6 individually owned units, and five multi family apartment buildings that could serve as low or affordable housing, apartments or condominiums.

Wednesday is the deadline to submit comments on the proposed Holiday Hills project. They can be sent to City of Chelan, Department of Planning and Development, Attention: Craig Gildroy at PO Box 1669. Or you can drop off your comments at Chelan City Hall in the Planning Department.

Weidner is the developer of several apartment buildings, including Riverside 9 Apartments in Wenatchee. The company says they are currently working on several more contracts to build.

 

They are not categorized as “affordable housing,” instead, addressing the overall need for long term housing.

According to the website, Riverside 9 Apartments in Wenatchee is designed for those who desire superior living with gourmet kitchens, 9 ft ceilings, a pool, clubhouse and 24 hour workout facility. Those 1 bedroom, 1 bathroom apartments are listed at $1,100.

Tomorrow’s City of Chelan Town Hall Meeting will be at the Chelan Senior Center at 6pm.

By no means, is this a local or regional problem- there are housing shortages across the country.

According to a new report from the the Pew Charitable Trust, high rents are threatening families’ financial security and putting home ownership out of reach for many.

The analysis says that since the Great Recession, the number of households paying more than 30% of their pre tax income in rent has risen exponentially and continues to grow.

Erin Courrier, is the Director of the Pew Security and Mobility Project. She says 43 million Americans now rent their homes- a number that has been growing in recent years…

Courrier says that in 2015, 38% of all renter households were Rent Burdened- an increase of about 19% since 2001.

The data also shows that almost half of households headed by someone aged 65 or older are rent burdened and more than 20% of them pay half or more of their income in rent…

The report says policy makers should consider ways to make renting a home more affordable for the 17 million rent burdened families across the country.


Thus far, the only local organization that seems to be making a dent in the affordable home shortage is Chelan Valley Habitat for Humanity- having placed 18 families in affordable homes.
